What is difference between vote to and vote for?

“Vote to” takes infinitive after it in order to make a sense.For example:
They vote to form a commitee that examines the problems of the workers.Here the “vote to” takes after it the infinitive
“form”,
and the word “vote” conveys the sense independent of “to”.The possible denotation could be here
“They express their will……..”.
Infinitive, we know is a word that is partly a noun and partly a verb.Unlike finite verb it can not construct a sentence on its own unless we add some finite verb to support it.
“Vote for”,however is full of connotations. It means_
- to choose
-to favour
-to support
etc.
For example we voted for a change.
They came in huge numbers to vote for their leader.
There were 20 votes for the motion but only 3 against it.
One more thing surfaces here that in the above cases “vote for” takes after it only nouns or pronouns.
